Government hotel rates and GSA per diem limits

A hotel’s government rate is a booking offer, while the GSA lodging figure is a reimbursement ceiling. Check eligibility, room charges and conditions separately.

Two figures with different purposes

A hotel can label an offer a government rate without setting it at the GSA per diem ceiling. GSA’s FAQ says hotels may decide whether to offer a per diem rate and to whom. Federal contractors should not assume they qualify for every rate offered to federal employees.

Check the exact nightly price for each date, the eligibility documents required at check-in, and the booking conditions. A search result containing the word “government” does not settle any of those questions.

Compare the quote with the correct allowance

Use the work locality’s coverage description and the rate edition for the stay. Compare eligible base room charges with the nightly lodging ceiling, then handle applicable lodging taxes separately. Read mandatory fees and cancellation terms before booking; a ceiling does not establish whether a fee is allowable.

Unused meal allowance cannot be shifted to cover an excessive room price. Likewise, a lower room price does not create extra meal entitlement. If compliant lodging is unavailable, consult the travel office about authorization before making an unsupported assumption.

Why published rates can differ from today’s hotel prices

GSA describes its lodging methodology as average daily rate data from selected properties, generally reduced by 5%. Property selection, the historical collection period and seasonal definitions influence the result. The agency typically uses April–March data and examines a longer period when identifying seasons.

A published reimbursement ceiling is therefore not a live hotel quote. The directory’s lowest and highest months describe the source allowance, not a prediction that rooms will be cheaper or available in a particular month.
